The road from Bangkok to London There was much enthusiasm immediately after the Bangkok meeting, and in a span of two years, various meetings took place, several projects were initiated and adopted, and many activities have been ongoing. At the official level, there was the understanding that there is a need to transform the goodwill and good intentions to real strategies and actions in order for the momentum in the process to be maintained. Hence a series of ministerial meetings were instituted.
This led key European actors, such as Germany and France, to shift their outlook and acknowledge the need to be more outward-looking. Economic imperatives – the problem of slow growth and unemployment – forced the EU to look towards the fast-growing East Asian economies as opportunities rather than threats. They began to look at these countries more as markets for EU products and services, and also as places for profitable investments, rather than simply as producers of cheap products flooding the EU market and as competitors contributing to the high unemployment rate in the EU.
Despite some differences and uncertainties during the pre-summit negotiations, the inaugural summit in Bangkok was considered to be a relative success. Political interest and enthusiasm in the summit resulted in a whole list of initiatives being put forth in the concluding Chairman’s Statement. That the Bangkok summit agreed on a very detailed work programme, and ministers and officials were charged with implementing some of these programmes, indicated then that there was a political will to achieve progress.
