Human Rights: International Protection and Nonrefoulement A legal link between human rights and refugee protection is found in Article 7 of the 1966 United Nations International Covenant on Civil and Political Rights (United Nations 1966) which states: No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. In particular, no one shall be subjected without his free consent to medical or scientific experimentation. ” The 1951 Convention Relating to the Status of Refugees (United Nations 1951) was the first in a series of human rights treaties that transcribed the ideals of the Universal Declaration of Human Rights into legally binding obligations.
